PROBLEM TO BE SOLVED: To provide an external preparation which can improve the stability and usability of a water-soluble physiologically active ingredient without modifying the physiologically active ingredient itself. SOLUTION: This water-soluble physiologically active ingredient-containing external preparation is characterized by dispersing a solid water-soluble physiologically active ingredient in a non-aqueous dispersant substantially not containing water.
