PROBLEM TO BE SOLVED: To provide a private paper postcard to which a seal with a surface protecting film is attached, with highly confidential information printed or put out by a printer. SOLUTION: A tack paper of almost the same size and shape as a private postcard form is prepared. The tack paper is structured of a paper base material, a self-adhesive and a release paper 10 to the entirety or part of which a release agent composed mainly of silicon is applied, laminated in that order from the face. One cut or a plurality of cuts are formed in a closed figure on the surface of a base material 7 of the tack paper to the paper base material and the self-adhesive layer 8. In addition, an ink composed mainly of an ultraviolet curing resin is applied in the thickness of 0.005 to 0.02 m, to the opposite back to an address face of the private postcard form and the face of the base material 7 of the tack paper. Further, the ink is cured by emitting an ultraviolet light and, after that, both ink films opposed to each other are pressurized and laminated in a simulated adhesive state.
