PURPOSE: A system and method is provided, in which retractor performance test is performed through a programmable logic controller, to thereby achieve a factory automation and carry out operation test for retractor without being influenced by the tension of webbing. CONSTITUTION: A control system comprises a control unit(100) including a motor control unit(170) connected to a programmable logic controller(PLC)(110) so as to perform a test on a holder structure equipped with a seat belt retractor, at the state where the holder structure is tilted, wherein the motor control unit controls rotation of motors(7,17) by an input tilt angle; a rotary cylinder control unit(150) for controlling rotation of a rotary cylinder(15) such that the spool of the retractor rotates; an imprinting control unit(160) for controlling operation timing of an imprinting unit(16); a memory(112) for controlling operation of the PLC; a data register(113) for storing digital code data values corresponding to the tilt angle; and a multi-axis controller(114) for performing arithmetic operation to the digital code data values.
