PROBLEM TO BE SOLVED: To enable easy to use economically cleaned and activated water in a similar sence using city water even when using in large quantities of water by adding a water cleaning and activating agent. SOLUTION: A cylindrical case 21, which is filled with the water cleaning and activating agent 40 developing a function for performing the cleaning and activation of water in contact with water, is housed in a cylindrical container 50. A water passing hole is preliminarily formed to the surface plate 22 of the cylindrical case 21. Water flows while meandering to come into contact with the water cleaning and activating agent 40 to be cleaned and activated.
