PROBLEM TO BE SOLVED: To surely inspect the falling of filter layers, because filter rods having dual structures are liable to fall the filter layers in a process for producing filter cigarettes. SOLUTION: Filter rods are cut into two filter plugs, respectively, and the obtained filter plugs are arranged in a line and transported. In the middle of the transportation route, the falling of filter layers is inspected with a filter inspection device applied to a filter-mounting machine. The filter plugs FP sent out in a line from an arranging drum 8 are received in a first acceleration drum 12, and the transportation speed is increased here. Beam sensors 48 are disposed on both the sides of the first acceleration drum 12 though the filter plugs FP, and the beam sensors 48 inspect the presence or absence of charcoal filter layers on the basis of inspection light.
