PROBLEM TO BE SOLVED: To provide a method for manufacturing a filter by which the manufacturing efficiency can be increased by saving the wasteful consumption of a filter medium, in a filter, consisting of a filter base and a filter paper combined in one piece, which is obtained by injecting under pressure a filter medium dispersion into a molded container storing the filter base with numerous formed holes or slits, and a manufacturing device for a filter. SOLUTION: The filter medium dispersion 51 which is injected into the molded container 20 and accumulates the filter paper on the wall face of the filter base 20 after passing through the slits 13 formed on the wall face, is discharged to the outside of the molded container 20 from the discharge aperture 35 for dispersion 51 (a discharge pipe 36 for the dispersion 51) of the molded container 20. After that, the dispersion 51 is returned to an injection aperture 33 for the dispersion 51 (an injection pipe 34 for the dispersion 51) of the molded container 20 and circulated.
