DEVICE FOR TRANSMITTING BILL OF PARKING CHARGE UNPAID VEHICLE USING CAMERA AND METHOD THEREOF

PURPOSE: A device for transmitting a bill of a parking charge unpaid vehicle using a camera and a method thereof are provided to issue a bill of a parking charge automatically by photographing a parking charge unpaid vehicle by a camera in a charged parking lot, a road parking lot, and the other side road parking lot. CONSTITUTION: A sensing unit senses a storing state and a delivering state of a vehicle(44) in each parking area. A long-distance camera(54) is mounted at one side of a road(48) for sensing a movement of a delivered vehicle. When a delivered vehicle is reached in a designated photographing place, a short distance camera(52) photographs a license plate of the vehicle in accordance with a sensing signal of the long-distance camera(54). A conversion unit senses the license plate from an output image of the short distance camera(52) and converts the vehicle number into character data. A communication module(12) transmits the image and parking data through the Internet(30). A server device(20) is connected to the Internet(30) and comprises a database unit having the vehicle number and character data and for searching address data corresponded to the converted character data and the second printer for printing and outputting a search result of the database unit and unpaid data in a pre-fixed bill form.
