PURPOSE: An apparatus and a method for embodying an SMS(Service Management System) platform using a message distribution system are provided to accept a plurality of services, in which different access models are required, with a consistent operating system by using a special message distributor, so as to manage a plurality of connection states through a single message distributor in case that a plurality of interworking programs are applied. CONSTITUTION: An SMS platform(200) includes a service controller interface part(210), a message distributor(250), a service part(260), a subscriber DB(230), and an external terminal interface part(270). The service controller interface part(210) is connected with a service controller(140) in order to provide service to a received call requested from the telephone of an exchange(100). The subscriber DB(230) manages authentication information in order to execute an authentication procedure for the login information of an inputted receiver. The service part(260) includes the first service pattern part(220) for ICW(Internet Call Waiting) service, the second service pattern part(222) for CTC(Click To Call) service, and the third service pattern part(224) for TMS(Telephony Mail Service). The external terminal interface part(270) is connected to an external terminal(300) so that the functions of the service part(260) can be provided to the external terminal(300). The message distributor(250) supports the development of services and an independent operation of protocols. The message distributor(250) has a function to manage the connection state between the external terminal(300) and a relevant service program or between the exchange(100) and a relevant service program and a message routing function to receive a response result after extracting and transmitting a specific service pattern part.
