PROBLEM TO BE SOLVED: To provide an electrostatic coating apparatus, in which the rear part of rotary atomizing head and a rotary derive means are free from the soiling due to a charged coating material drop and a shield cylinder is easily attachable and detachable. SOLUTION: The electrostatic coating apparatus is provided with the rotary atomizing head rotating around the axis line and forming the charged coating material drop by atomizing and charging the coating material to discharge toward a sheet like material to be coated and to be stuck thereon, the rotary drive means connected to the opposite side of the side to which the coating material drop in the rotary atomizing head is discharged through the disk like flange projected toward the outside and rotating the rotary atomizing head, a shield cylinder covering the flange and having the one end part positioned in the vicinity of the rotary atomizing head and the shield cylinder is a cylindrical body having a cut part from one end to another end, and is provided with a joining means for joining and releasing the cut part. The apparatus for matting a planographic printing original plate and a method for matting the planographic printing original plate are provided.
