PROBLEM TO BE SOLVED: To provide an IP section party telephone system capable of alleviating an increase in a traffic in a LAN at a state confirming time of a telephone terminal equipment. SOLUTION: A packet relaying apparatus relays a packet to be transmitted and received by a terminal equipment. The relaying apparatus comprises a terminal presence recognition unit for recognizing that the terminal equipment can communicate based on a transmission originator address of the packet to be relayed, and a terminal state informing unit for informing terminal state information regarding communication possibility or not of the terminal equipment recognized to be communicable by the recognition unit.
