PROBLEM TO BE SOLVED: To facilitate incorporation of a flap into a flow passage, minimize a gap between the flap and a passage wall in an assembled state and thereby provide excellent sealing property. SOLUTION: In the flow adjusting unit of a type in which a passage casing 4, the flow passage 8 within the passage casing 4, the passage wall 10 surrounding the flow passage 8 and a flap shaft 16 are provided, the flap shaft 16 is revolvably supported in at least a support opening 12 which is provided on the passage wall 10 and is opened in the flow passage 8 and the flap 20 is coupled with the flap shaft 16 so as to be relatively non-rotatable, an assembling passage 30 extending in the longitudinal direction of the flow passage 8 is provided in at least the support opening 12 region on the passage wall 10.
