PROBLEM TO BE SOLVED: To provide a data recording and reproducing device capable of surely accessing all data blocks and accessing a data block succeeding the data block which is made unreadable. SOLUTION: The data recording and reproducing device is provided with a recording part 1 for recording a file which registers various data in the unit of the data block consisting of management information, such as data, and the size, the number and the kind of the data on a recording medium 2, a reproducing part 3 for acquiring a leading position of the succeeding data block, and reading the succeeding data block on the basis of the data size within the management information in the above data block, and a normal retrieval means 4 for retrieving the data block in the file on the basis of the kind of data within the management information in the data block read by the reproducing part 3. In the above data recording and reproducing device, the offset data block in which the offset value to the leading position of some data blocks included in the file from the arbitrary reference position in the file is registered is registered in the arbitrary position of the file.
