PROBLEM TO BE SOLVED: To detect an abnormality of a thermal storage system caused by a cross valve. SOLUTION: Attention is paid to the fact that water temperature tb in a thermal storage vessel 3 rises in synchronization with water temperature ta in a radiator 2 if an abnormality of engine cooling water leakage from the cross valve 4 occurs when the cross valve 4 is switched to a radiator 2 side. If the cross valve 4 is switched to the radiator 2 side and water temperature ta in the radiator 2 and water temperature tb in the thermal storage vessel 3 rise together, it is judged that an abnormal condition in which engine cooling water leaks to a thermal storage vessel side from the cross valve 4 occurs.
