PROBLEM TO BE SOLVED: To solve a problem that the secondary lining concrete of a tunnel is difficult to compact at a top end section, therefore the concrete at the top end section has the strength lower than that of the concrete at a side wall section, and the whole quality becomes uneven. SOLUTION: A vibrator is inserted into an injection space on the outside of the top end section of an arch center from a tubular guide tool provided on the inside of the arch center, and it is vibrated to compact the ready-mixed concrete in the injection space. The vibrator inserted into the injection space from the guide tool is supported on the support section of the guide tool and is vibrated. The vibrator compacting the ready-mixed concrete in the injection space is lowered, and the upper face of the vibrator is supported flush with the face plate of the top end section of the arch center to wait for the hardening of the ready-mixed concrete. The vibrator compacting the ready-mixed concrete in the injection space is drawn from the guide tool, and the insertion hole of the arch center is closed with a closing body to wait for the hardening of the ready-mixed concrete.
