<p>PROBLEM TO BE SOLVED: To obtain an inexpensive W/O emulsion-type flame-retardant hydraulic fluid having excellent oily effect, antiabrasive effect and emulsion stability. SOLUTION: This W/O emulsion-type flame-retardant hydraulic fluid is obtained by dispersing water in a base oil in the presence of a surfactant and also including an ether compound of formula (1) or (2) (wherein, R1 is an 80-20C hydrocarbon group; R2 is H or an 8-20C hydrocarbon group; and (m) and (n) are each an integer of 0, 1 or 2).</p> |
