PROBLEM TO BE SOLVED: To secure the outside air flow rate per unit area of filler corresponding with the quantity of water that is sprinkled over the filler in a water- sprinkling zone, even in case that the water-sprinkling zone in the upper cistern is reduced to narrow the area of the filler to be sprinkled with water, so as to stabilize cooling capacity and expand the range of wet bulb temperatures at which a cooling tower can operate. SOLUTION: In the case when the outdoor-air wet bulb temperature changes to decrease the quantity of the sprinkled water flowing down a hermetic type heat exchanger, a gate is closed, and only a water-sprinkling zone 14 located at the center of the upper cistern 10 is used. Water is sprinkled only over the area at the center of the hermetic type heat exchanger, and the louver vanes 18 of right and left outdoor-air intake parts 16 and 17 are fully closed. At this time, the outdoor-air intake area in the case of sprinkling water only from the central water-sprinkling zone 14 of the sectioned water-sprinkling zones 13, 14 and 15 of the upper cistern 10 is desirably from 50 to 80% of the outdoor- air intake area in the case of sprinkling water over the entire area of the hermetic type heat exchanger from all the water-sprinkling zones 13, 14 and 15 of the upper cistern 10.
