PROBLEM TO BE SOLVED: To provide a rotary device capable of rotating a head part of an electric heater vertically or horizontally or vertically and horizontally at the same time. SOLUTION: This device comprises a base frame 130 comprising a first support lever 131 and a second support lever 133 rotatably supporting a winding coil housing 120, a first motor 150 comprising a first cam 151 on a drive shaft, an auxiliary frame 140 connected with one side face of the winding coil housing for supporting the first motor, a first link member 160 rotatably connected with the first cam at one side end and with the second support lever at the other side end, a second motor 170 comprising a second cam 171 on a drive shaft, a connecting shaft 300 fastened with a base frame at one end for comprising a fixing pin at an end of the other side to be rotatably connected on a neck 400, a second link member 180 rotatably connected with the second cam at one side end and with the fixing pin at the other end, and a switch means for selectively controlling the first motor and the second motor.
