PROBLEM TO BE SOLVED: To obtain a foundation cosmetic for mascara which is one to be applied to lashes before application of mascara and comprises an oil-soluble resin, an aqueous component and silicic anhydride, in more detail and improves cosmetic effects such as volume-up effect and curl effect of lashes and durability of the cosmetic effects which are functions of mascara. SOLUTION: This foundation cosmetic for mascara comprises a component (a) of an oil-soluble resin, a component (b) of an aqueous component and a component (c) of silicic anhydride. The foundation cosmetic for mascara comprises 1-30 mass % of the component (a), 0.1-10 mass % of the component (b) and 0.1-10 mass % the component (c). The foundation cosmetic for mascara is an oil-based foundation cosmetic for mascara.
