PROBLEM TO BE SOLVED: To provide a sealed panel which facilitates lining of a sealed material, reduces leakage from a gap at a joint portion, can be produced at a low cost, and is free from breakage thereof due to hydraulic pressure of underground water, etc., and to provide a sealing structure using the sealed panel. SOLUTION: The sealed panel is laid on an internal wall of a structure in order to seal the same, and formed of an almost rectangular flat panel 1, a stepped panel 7, and sealing members 6, 14. The flat panel 1 includes support portions 2 protruding toward the structure. The stepped panel 7 consists of an external brim portion 12 adjoining to the structure, a flat portion 10, and a step portion 11 extending to both the external brim portion 12 and the flat portion 10, for housing a surface of the flat panel 1, facing to an inner side of the structure in a manner being almost flush with a surface of the flat portion 10, facing to the inner side of the structure. The sealing members 6, 14 are arranged on superposing portions 5, 13 of the flat panel 1 and the stepped panel 7, respectively. The sealing structure employs the sealing panel thus constructed.
