PROBLEM TO BE SOLVED: To allow selection in consideration of service using a terminal or the form of a connecting network and a bearer characteristic on the receiver side in contrast to the conventional art in which a plurality of bearers are not provided but an arbitrary bearer is selected by call control on a caller side. SOLUTION: A call control section 32 makes request/response to a signal control section 31 on transmission and reception of a control signal, and performs reading and writing of call information to an information storage section 34 as necessary. Further, the call control section 32 transmits a bearer establishment request to a bearer control section 33 and receives its response. The bearer control section 33 makes request/response to a signal control section 31 on transmission and reception of a control signal, performs reading and writing of bearer information to the information storage section 34 as necessary, and performs setting for establishing a bearer. The information storage section 34 stores call setting information. The call control section 32 transmits an receives call control information to and from a called station regardless of the bearer and starts the bearer control section 33 to be used based on the information.
