PROBLEM TO BE SOLVED: To provide a ground improvement device and a ground improvement method capable of being rotated while revolving a rotary body for sufficiently stirring an earth and a paste and preventing the rotary body from being destroyed by a coarse substance such as gravel pebble or the like. SOLUTION: An excavtion hole H is excavaved by an excavator 4 located at the lower part of a shaft while rotating the shaft 1. The rotary body 9 on the side of the shaft l is rotated with an axis section 8 as the center while revolving around the shaft 1, and the earth and the paste are stirringly mixed. The rotary body 9 is positively rotated by joining frictional force of a first separable body 14 and a second separable body 16 respectively provided to a freely attached body 10 freely attached to the shaft 1 and the rotary body 9 to stirringly mix the earth with the paste. When the coarse substance such as gravel or the like hits against the rotary body 9 or cuts thereinto to increase soil resistance received by the rotary body 9, the first separable body 14 and the second separable body 16 are separated from each other to make the rotary body 9 get out of the soil resistance, and the rotation is stopped by joining frictional force.
