PROBLEM TO BE SOLVED: To obtain a halogen-free flame-retardant putty composition having high heat deformation resistance in fire hazard, especially resistance to the peeling and falling off of the composition in combustion without sacrificing the flame-retardance and shape-retainability of the putty composition, i.e., to improve the adhesivity and heat deformation resistance of a halogen-free flame- retardant putty composition and the toughness of the ash layer formed by combustion. SOLUTION: This halogen-free flame-retardant putty composition is composed of (a) a halogen-free liquid polymer, (b) a metal hydrate, (c) a tackifier, (d) a clay component and (e) a heat-resistant fiber. The amounts of the metal hydrate, the tackifier, the clay component and the heat-resistant fiber are 200-700 pts.wt., 5-30 pts.wt., 1-20 pts.wt. and 20-100 pts.wt., respectively, based on 100 pts.wt. of the halogen-free liquid polymer.
