PURPOSE: To secure operation margin when a frequency of a clock signal of a semiconductor device is increased. CONSTITUTION: A clock signal input means 11 receives an input of a clock signal. A command input means 10 receives an input of a command. A first command obtaining means 12 obtains a first command from the command input means 10 in accordance with a first edge being either of a rise edge or a fall edge of the clock signal. A second command obtaining means 13 obtains a second command from the command input means 10 in accordance with a second edge being different from the first edge. A processing means 14 performs processing in accordance with the first and the second commands.
