PURPOSE: A water in silicone emulsion type of cosmetic composition using a line type of ultrahigh speed particle pulverizer and a producing method thereof are provided, thereby making the size of particles produced smaller. Therefore, the stability of the cosmetic composition can be increased and skin protection effect thereof can be also improved. CONSTITUTION: The water in silicone emulsion type of cosmetic composition is produced by slowly adding a glycerin-containing aqueous phase into a silicone surfactant-containing silicone phase and mixing them; and emulsifying the mixture using a line type of ultrahigh speed particle pulverizer, wherein the rotation rate of the pulverizer is 3,000 to 15,000 rpm; and the emulsification temperature is 15 to 45 deg. C. The water in silicone emulsion type of cosmetic composition contains a) a silicone phase containing 10.0 to 20.0 wt.% of silicone coated zinc oxide, 5.0 to 20.0 wt.% of cyclomethicone, 1.0 to 5.0 wt.% of silicon gum, 0.5 to 5.0 wt.% of polysiloxane copolymer, 1.0 to 3.0 wt.% of polyglyceryl isostearate and 3.0 to 7.0 wt.% of octylmethoxy cinnamate; and b) an aqueous phase containing 24.5 to 76.8 wt.% of purified water, 2.0 to 8.0 wt.% of glycerin, 0.1 to 2.0 wt.% of sodium chloride salt, 0.1 to 1.0 wt.% of antiseptic, and 0.1 to 5.0 wt.% of perfume and active ingredients.
