PURPOSE: A water in oil in gel network type of cosmetic composition and a producing method thereof are provided, thereby producing the cosmetic composition with a similar structure to the human skin lipid membrane, therefore the cosmetic composition can have improved skin affinity and the skin stimulation by stresses can be significantly decreased. CONSTITUTION: The water in oil in gel network type of cosmetic composition consists of a large number of liposomes wherein a water in oil gel paste is enclosed with a multilayered lamella liquid crystal gel. The method for producing the water in oil in gel network type of cosmetic composition comprises the steps of: mixing water and an electrolyte with an ester nonionic surfactant, polyglyceryl isostearate and nonpolar oil to produce a water in oil(W/O) gel paste; mixing the W/O gel paste with fatty acid, cetanol, glyceryl trioctanoate, a sucrose cocoate surfactant, sorbitan sesquiolate and silicone oil to form an oil phase; mixing water, glycerin, EDTA and polyglycerylmethacrylate to form an aqueous phase; mixing the oil phase and the aqueous phase using a homomixer, emulsifying the mixture and cooling it; and adding a density increasing agent and a neutralizing agent into the mixture, and dispersing and cooling it.
