PURPOSE: An apparatus and method for transmitting a speech recognition short message in a portable phone terminal system is provided to maximize the efficiency of a speech recognition function by recognizing the voice of a user while the user performs a telephone conversation with an object and transmitting a speech recognition short message. CONSTITUTION: A transmission-side portable phone terminal device(100) senses a speech recognition short message transmission request from a user(313) while the transmission-side portable telephone terminal device(100) and a receipt-side portable phone terminal device(200) perform a telephone conversation(311). The transmission-side portable phone terminal device(100) converts its operation mode into a speech recognition short message transmission mode(314). The transmission-side portable phone terminal device(100) inputs a voice of a corresponding unit in the speech recognition short message transmission mode(315). The transmission-side portable phone terminal device(100) recognizes the inputted voice(317). The transmission-side portable phone terminal device(100) converts the recognized words into character data, generates the character data as a short message(319), and transmits the generated short message to the receipt-side portable phone terminal device(200).
