PROBLEM TO BE SOLVED: To provide an extractor for extracting an organohalogen compound, efficiently extracting the organohalogen compound (endocrine disrupter) such as dioxins, or the like, even if non-combustion carbon is contained in fly ash in exhaust gas discharged from an incinerator or in soil in large quantities, and an extraction method using the same. SOLUTION: The extractor for extracting the organohalogen compound in ash 11, or the like, is equipped with a sulfuric acid treatment means for treating the ash 11, or the like, with a sulfuric acid solution under such a condition that pH becomes 3-6, a washing means 13 for washing the ash, or the like, which is treated in the sulfuric acid treatment means, with water, a drying means 14 for drying the sulfuric acid treated ash after washing and an extraction means 15 for extracting the organohalogen compound with an extractant liquid after drying.
