PROBLEM TO BE SOLVED: To provide a fuel reforming catalyst manufacturing method by which a fuel reforming catalyst can be manufactured so that active metal components for exhibiting a catalytic activity are uniformly distributed therein. SOLUTION: A mixed solution of at least two kinds of metallic compounds is prepared, and an amorphous composite oxide or hydroxide containing at least two kinds of catalytically active components is formed from the mixed solution.
