PROBLEM TO BE SOLVED: To provide a method of forming a photoluminescent coating film, by which the coating film exhibiting high designable photoluminecent feeling such as stars twinkling in a dark night sky is formed, that is, a colored photoluminescent material in the colored aluminum flaked pigment-containing clear coating film appears so as to be colored and to be shone brightly without being buried in the base coating film, and a coated material. SOLUTION: The method of forming the photoluminescent coating film is performed by forming a color base coating film layer having a L value of 1-20 on the base material to be coated and after that, forming the photoluminescent clear coating film layer containing 0.001-0.1 mass% colored aluminum flake pigment in a dry coating film on the color base coating film layer and next, forming a top clear coating film layer on the photoluminescent clear coating film layer.
