PROBLEM TO BE SOLVED: To provide a method for forming a decorative finished surface on the outside surface of a vehicle wheel by machining, and a cutting tool for the method. SOLUTION: In order to form the decorative finished surface on the outside surface 31 of the vehicle wheel 30, the cutting tool 40 having an asymmetrical cutting tip 45 is pressed to the outside surface 31 of the vehicle wheel 30 while the wheel 30 is rotated to form a smoothed part. The radius of an arc-like front edge part of the cutting tool 40 is made twice the radius of the rear edge part, a land 48 with zero degree is formed round the machining tip 45, and an insert tool 44 is inclined relative to a main body part 42. An undercut is provided at an angle of 5 deg. to 15 deg. at the end part of the main body part adjacent to the machining tip.
