PROBLEM TO BE SOLVED: To reduce risks when a recording medium, such as an IC card, where information regarding electronic money is recorded is lost. SOLUTION: This system has a terminal device 2, a recording medium 3 that a user carries, and a central processor 1 of an electronic money issuing institution and information regarding the institution and the information regarding electronic money a restored in the recording medium 3; and the central processor 1 has a writing means 1D and a control means 1A which enables the writing means 1D for recording the information regarding the institution and the information regarding the electronic money on the recording medium 3 and the terminal device 2 has a reading means 1C and a control means 2A, which makes the reading means 1C to read the information regarding the institution out of the recording medium 3 and determines whether settlement by electronic money is accepted according to the institution which read the information. |
