PROBLEM TO BE SOLVED: To provide a communication band assignment method and a communication processing unit by which excessive installation investment by a carrier to cope with congestion of a communication network caused only several times in a year can be avoided and users can efficiently operate communication bands from the standpoint of a communication cost. SOLUTION: The carrier makes a communication band rental contract with the users under the condition that the carrier can decrease the communication throughput of the users less than the contracted communication throughput on the occurrence of congestion in the communication network of the carrier. When congestion takes place in the communication network, the carrier discounts the rental charge of the users and limits the communication throughput of the users.
