PROBLEM TO BE SOLVED: To provide the distribution service of video contents through a network while one video contents are preserved. SOLUTION: The moving picture distributing system is provided with an application server 4 having a WWW server function part 44 for receiving the discharge request of a moving picture (video contents) from a user through the Internet 3, a retrieval processing part 43 for retrieving the moving picture from an MPEG-2 data-base 51 accumulating the moving picture of a prescribed compression system (MPEG-2 system) based on the received discharge request, and a transcoder 60 for distributing the retrieved moving picture while it is converted into a system that can be distributed by the Internet 3 at high speed (converted from the MPEG-2 system into MPEG-4 system).
