PROBLEM TO BE SOLVED: To provide an arbiter device for a multi-port memory in which access to the same addresses can be performed simultaneously when an input address for the first port and an input address for a second port of a multi-port memory are the same. SOLUTION: The arbiter device for a multi-port memory is provided with a same address detecting circuit 102 detecting that the input addresses for two ports of a multi-port memory 101 are the same, an OR gate circuit 103, a D type-flip-flop 104, a buffer 105, and a selector 106 selecting and outputting the output data of a write-port and output data of a read-port. When the input address to the A port and an input address to the B port of the multi-port memory are the same, access to the same addresses can be performed simultaneously by stopping operation of the B port and selecting and outputting data of the A port.
