PROBLEM TO BE SOLVED: To provide an admission control algorithm that adopts a scalable approach to provide statistical service guarantees to a variety of service classes. SOLUTION: The admission control algorithm utilizes a global effective envelope 36 of arriving aggregate traffic 22 and service curves 38 of departing aggregate traffic 30 corresponding thereto to implement a measurement-based connection admission control function 34. According to the admission control algorithm, arriving traffic is admitted if the sum of the effective envelopes of the arriving traffic entering a network and admitted traffic currently in the network is less than or equal to the service curve.
