PROBLEM TO BE SOLVED: To fix the central value of the probability density of received signals in repetitive decipherment even when signal power fluctuates at every bit. SOLUTION: A normalizing section 101 normalizes a received soft decision signal sequence. A softening section 102 performs bit limitation by performing softening for only extracting a prescribed bit position of the normalized soft decision signal sequence. An Eb/Nt measuring section 103 calculates an estimated Eb/Nt value (the ratio of received signal power to effective noise power spectrum density) in one frame based on the received soft decision signal sequence. A demultiplexer 104 separates the softened soft decision signal sequence. A respective decipherment section 105 performs repetitive decipherment based on the separated input sequence by using the estimated Eb/Nt value. A CRC computing section 106 performs CRC decision for deciding whether or not the repetitively deciphered signal sequence is right and outputs decided results to the repetitive decipherment section 105.
