PROBLEM TO BE SOLVED: To provide a rare gas fluorescent lamp capable of preventing the arc discharge generated between an internal electrode and another electrode with a simple structure, and increasing the optical output with superior luminous property in the rare gas fluorescent lamp having at least one internal electrode, and a fluorescent material layer formed inside of a glass tube. SOLUTION: In this rare gas fluorescent lamp wherein a pair of electrodes are mounted along the longitudinal direction of the glass tube, at least one of the pair of electrodes is the internal electrode mounted on an inner peripheral face of the glass tube, and the fluorescent material layer is formed inside of the glass tube, an insulating layer composed of a powdered insulating material having an average particle size smaller than that of a fluorescent material forming the fluorescent material layer, is formed between the internal electrode and the fluorescent layer.
