PROBLEM TO BE SOLVED: To solve the problem that it is impossible to enhance motive of a user only by discounting an electricity or gas toll, and that this sometimes leads to the deterioration of contributing effects to the efficient or economical operation of a power facility. SOLUTION: As for energy supplied through a distribution line 120, points are issued to a user by using a fee calculating means 132 in response to the use of energy under a prescribed condition or the suppression of the use of energy under a prescribed condition by the user inputted from an input and output device 163, and stored in a DB131. Then, a toll informing means 133 charges the user with the toll by taking points stored in the DB131 into consideration. |
