A water-proof protland cement made by coating a hydrophobic material such as blown asphalt, coal tar or low polymerized synthetic resin on cement particles was described. Thus, 0.5-3%(wt.) hydrophobic material having 100-200 mesh particles were blended with the portland cement at 15≦̸C, and agitated in an electric kettle for 1hr at 90-127≦̸C to improve water-proof properties of cement products.
