PROBLEM TO BE SOLVED: To transmit carrier signals to the terminal equipment of a consumer when the power consumption of the consumer increases, the impedance of a distribution line lowers and the carrier signals are attenuated, and when the noise of the power loads of the consumer is large and an S/N lowers. SOLUTION: A relay amplification function and a signal blocking reactance 3e for varying the impedance to the carrier signals are incorporated in the filter 3. When the reception level of the carrier signals from a repeater 2 does not reach a prescribed value and the current of the distribution line 12 is a stipulated value or higher, the carrier signals are blocked by increasing the impedance of the signal blocking reactance 3e, and the carrier signals are relayed and amplified by the relay amplification function and transmitted to the terminal equipment 14. At the time of being less than a stipulated current value, since the impedance of the signal blocking reactance 3e is large, the carrier signals are blocked and transmitted to the terminal equipment 14 through the relay amplification function. When the reception level of the carrier signals is the prescribed value or higher, the received carrier signals are passed through as they are.
