PROBLEM TO BE SOLVED: To provide a time slot assignment device that can efficiently utilize frequencies. SOLUTION: A time slot of an up link(UL) is assigned to a mobile station MS1 of a cell 1 with respect to the time slot assignment adopting the CDMA- TDD system. In this case, a time slot of a down link(DL) with the same time slot number as that of the time slot assigned to the mobile station MS1 is assigned to a mobile station MS2 of an adjacent cell 2 without avoiding the assignment. When the communication quality is deteriorated, processing such as assignment of a different time slot to a mobile station MS2-1 is conducted.
