PROBLEM TO BE SOLVED: To efficiently monitor a working state in control object equipment at a remote place and a control state at low cost and to instantly notify abnormal information when an abnormality occurs. SOLUTION: A monitoring device 27 requests monitoring data from an automatic control device 3 every time set in advance and transmits the monitoring data to a system server 28 via a packet communication network PT. An abnormality decision mail transmission part 31 reads the monitoring data from the data base 28 every time the data is updated and monitors whether the abnormality occurs or not. When the abnormality of the monitoring data is detected, an electronic mail stating that the abnormality occurs in an electronic mail address of a control terminal 29 set in advance is immediately distributed. A controller receiving the electronic mail starts an Internet communication program from the control terminal 29, performs access to the system server 28 and confirms more detailed contents of the abnormality from the monitoring data displayed on the control terminal 29.
