SCHEDULING SYSTEM AND SCHEDULING METHOD

PROBLEM TO BE SOLVED: To provide a scheduling system and method that provides a guaranteed bandwidth to each of data packet flows and a set (bundles) of the flows without the use of an additional scheduling structure. SOLUTION: A scheduler 402 decides a ratio of a bandwidth assigned to each bundle 401 in nominal terms to total sum of bandwidths assigned to flows stagnant (having a backlog) at present in the bundle. The scheduler uses the ratio to correct a time stamp increment to restrict the distribution of the bandwidth to each flow. Thus, as a ratio with respect to the bundle is greater, the bandwidth received by each backlog flow in the bundle is much more increased. The scheduler satisfies a bandwidth requirement of a given data packet flow so long as the flows are stagnant at all times and satisfies a bandwidth requirement of a given bundle so long as at least one backlog flow exists in the bundle.
