PROBLEM TO BE SOLVED: To provide an image forming device and an image forming method which can obtain sharp images from image data or character data. SOLUTION: With the addition of only a simple circuit composed of an edge detector, a pattern generator, and a pattern converter, this image forming device can form sharp images out of inputted image data or character data, without any need to change the configuration of a conventional multi-value video generator, because it can be selected whether the multi-value to binary conversion in a target pixel should be converted or not, referring to a look-up table data by using the determination result of the target pixel in gradation and the determination result telling the presence or absence of the changes in gradation between the target pixel and the surrounding pixels on the four sides.
