PROBLEM TO BE SOLVED: To provide a method and device for recording/reproducing information with which optimum performance can be respectively realized when a format processing by a background, and a data recording or reproducing processing by a user request occur in parallel. SOLUTION: The data recording or reproducing processing by the user request, and the format processing by the background are respectively made to perform with the optimum speed control and to increase performance of respective processings, by switching the processing speed at the time of recording or reproducing data by the user request and the processing speed at format processing by the background (S4 and S8).
