PROBLEM TO BE SOLVED: To lower a lightning surge discharge start voltage without decreasing a gap between primary and secondary terminals. SOLUTION: On a substrate 100, a primary terminal 11 comprising a primary discharge part 1 for discharging, and a secondary terminal 22 which comprises a secondary discharge part for discharging, with such interval from the primary terminal as meets an insulation specification, are provided. A floating point terminal 33 is provided between the primary terminal 11 and the secondary terminal 22. The floating point terminal 33 is connected to the secondary terminal 22 using a capacitor 44, at a position away from the discharge part. A capacitor which meets an insulation specification connects a distance which is longer than the shortest distance between the secondary terminal and the floating point.
