PROBLEM TO BE SOLVED: To provide a hierarchical single stop video distributing device/method for efficiently generating an optimum distribution contents corresponding to the various use environments of a user at the minimum cost. SOLUTION: An information electric terminal 2 transmits the video contents which is desired to be distributed, video reception client software information and a communication situation to a video distribution server 1 through the Internet. The video distribution server 1 selects video distribution server software fitted to video reception client software. The contents which are desired to be distributed are converted into the distribution contents fitted to video reception client software of the user and the communication situation and distributes them by selected video distribution server software. The information electric terminal 2 receives the distribution contents by selected video reception client software.
