PROBLEM TO BE SOLVED: To provide a panel glass for CRT having a panel outer surface treated with a surface treatment film so that an overall permeability distribution and a reflectance distribution in the effective screen surface on the panel outer surface for CRT can meet the requirements of a specified expression and having uniform brightness and contrast over the entire surface of an image display surface even if the glass is of a flat panel type. SOLUTION: A baffle plate is installed between a film-formed panel outer surface for CRT and a sputter target, and a surface treatment film is applied, by a sputtering method, to the outer surface so that the overall permeability distribution and the reflectance distribution in the effective screen surface on the panel outer surface can meet the requirements of the specified expression.
