PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device and a luminaire capable of reducing strain of an input current from an AC power source, and capable of impressing prescribed voltage set constant at preheating time and starting time on a discharge lamp. SOLUTION: A control circuit 10 does not operate ON/OFF control operation of switching elements FET1 and FET2 for reducing the strain of the input current to a driving circuit 6 at preheating time and starting time of fluorescent lamps 4 and 5, and performs ON/OFF control so that voltage detected by a lamp voltage detecting circuit 7 becomes preset constant voltage, and performs the ON/OFF control operation of the switching elements FET1 and FET2 for reducing the strain of the input current to the driving circuit 6 after starting the fluorescent lamps 4 and 5.
