PROBLEM TO BE SOLVED: To provide a paper sheets processing device and a ticket issuing machine capable of detecting a position where a conveying error has occurred to prevent transaction accidents. SOLUTION: The paper sheets processing device 100 includes a conveying mechanism 111 for conveying, along a conveying path, the paper sheets inserted through a slot 105, and a sensor 112 positioned over the feed path for sensing the passage of the paper sheets. And also, the paper sheet processing device 100 includes a dummy supply part 151 for supplying a dummy medium D onto the conveying path at a predetermined timing while the paper sheets are being conveyed by the conveying mechanism, and a dummy collecting part 152 for collecting the dummy medium D conveyed on the conveying path.
